OOC: I want to point out that Jeng as no way to communicate and the only ones that know of his presence here are Rayn Orth, and the Council. The only possibility for him to escape his punishement would be that a ship lands close to him totaly accidently, which is totaly ridiculous.

Criminal elements had no foothold in the floating city once owned and governed by Tibanna Mining Corporations. Though it had seen its fare share of duels and fights, the city was considered safe to live for the few million tourists and workers that made their home there. The few casinos that operated in those days were owned by the mining corporations, with only minor influence by Hutt investors. The city was a mining colony and tourist destination first and foremost. That once proud Cloud City plummeted into the core of the gas giant at the hands of the terrorist Raynuk Montar, killing most company officials, government employees, and several million workers and civilians that were on the station at the time the bombs went off. For several months the companies sought investors to establish the Cloud City as a Tibanna Gas mining facility and tourist destination, after finding no one to invest, the companies sold their shares to the criminal syndicate Black Sun who rushed to establish a new cloud city. The New Cloud City quickly established itself as the leading export of Tibanna Gas into the core worlds, as most shipments are rushed through customs with the greased palms only Black Sun could provide. In the city itself, daily life did not change much between the colonists and workers of the old city and the new city, except that most citizens possessed Black Sun membership as that was the quickest way to advance the ranks of the tibanna companies and casinos. Casinos were large and lucrative, sending most profits into the hands and pockets of a few Black Sun overlords. Cloud CIty quickly established itself as the main revenue source for the Black Sun. After fighting off an Imperial attack, the city was quickly rebuilt and restablished.
